US Highway 76 near Interstate 95
Unmarked black/navy late model lg sedan (Impala?) with very dark window tinting. Sometimes in AM rush hour and also in PM, likes to hide in dark areas of median and side streets. Has previously enticed sports cars to race, then pulls them over.
