The Greenwood town police sit out on US13 and monitor north and southbound lanes,the way they have to speed limit signs posted is confusing but itis intentional,Greenwood is known to be the worst speed trap in De.They mainly hide behind a sign at a Shorestop market across from the school,southbound it is 1/4 mile past stoplight.

The speed trap going north into Greenwood is illegal. See section 701(c)(6) of the Delaware Traffic Code. (Below and at: http://delcode.delaware.gov/title21/c007/index.shtml ) The "Strictly Enforced" sign in Greenwood (as of October 28th, 2010 when I took a picture) is only 1.5' by 3'. The worst thing is that the police know (at least the officer that decided not to prosecute my case knows) of the problem and still continue to prosecute speeding tickets written at this location. Think of the thousands of tickets that have been illegal? Start looking at the signs on Route 13. Now that I discovered the problem, there are a large number of locations where one or more of the signs do not conform to the statute. If you receive a ticket on Route 13 (or any other location in Delaware) check to see if the signs are the correct size. BTW, the way the statute is written, it doesn't apply to state police and, therefore, if they give you a ticket, you better find another way out. SECTION 701(c): (c) Any arrests for violations of § 4168 or § 4169 of this title or any local ordinance equivalent thereof by a municipal, town or city police department within its jurisdiction as defined by its charter on a state highway shall occur only if: (1) A "reduced speed ahead" sign is posted at a sufficient distance as determined by the Department of Transportation prior to the start of the speed zone being enforced if the speed limit enforced is less than 55 miles per hour or a "speed limit 55" [or 65, as appropriate] "strictly enforced" sign is posted at a sufficient distance as determined by the Department of Transportation prior to the start of the speed zone being enforced; (2) A speed limit sign with the limit is posted at the start of the speed zone; (3) A yellow "strictly enforced" sign is posted below the speed limit sign; (4) An "entering corporate limits of ____ " sign, with the name of the city, town or municipality inserted on the sign, is posted at the corporate limits; (5) A "leaving corporate limits of ____ " sign, with the name of the city, town or municipality inserted on the sign, is posted at the end of the corporate limits; and (6) Any signs required under this subsection shall be installed by the Department of Transportation, with the costs borne by the Department of Transportation. Said signs shall be no less than 2' by 3' in size, and shall be posted on the left and right sides of the highway being monitored.
