Considering Cypress Police jurisdiction ends just south of Orangewood Ave., there is no way they can even patrol to Chapman, let alone Lampson. 1/3 of the area you're reporting as a Cypress speed trap is in Garden Grove, and Cypress Police can't give you a ticket in another city.
Who said Cypress PD couldn't issue a ticket in Garden Grove? What is this, the wild west? ALL California peace officers can register a citation anywhere in the state. That includes county to county and city to city my friend.
