This is wrong. West Main Rd is 45 MPH for the whole length(Portsmouth& Middletown), Except for a short stretch just before it turns into a divided highway. At this point it turns into 45MPH. What this person is thinking of is the Melville school zone that is 20 MPH when the lights are flashing.
