Between midnight and 2:00 a.m. Usually Satuday mornings (00:30 a.m) (Friday nights). Occasionally during the week. Two officers in a white Isuzu Trooper (or similar vehicle) sit on the right side of North Temple St. Once you pass 2200 West, about a mile further, just before the road forks left to go to I-80 West or right to the Salt Lake Airport. Speed limit is 50. Doing 60+ is easy. Little to no traffic, early morning. Stiff fine.

By the cop’s own admission, he stated that they would be "camping " out here at the Mayor’s orders. There is an insane busy body with nothing else to do in the neighborhood who is trying to get the already lowered speed from 30 to 25 lowered to 15 miles per hour. He has deluged the city offices with letters and petitions and the city is trying to placate him rather than just telling this jackass to get a life.
