Wheatland, Wyoming Speed Traps
I was driving with my RV in tow (California License Plates) in the right lane on a two lane highway near Wheatland, Wyoming northbound I25. There was a construction vehicle parked on the shoulder with its orange amber light flashing. It was not safe to move to the left hand lane because of other vehicles in the lane. So I slowed down and stayed in my lane of traffic to avoid causing an accident. The highway patrol was parked in front of the construction vehicle and immediately pulled me over. The officer claimed that it was safe for me to merge to the left lane and issued a citation even after I explained it was not safe to merge to the left lane. While pulled over with the officer, other vehicles did not merge to the left lane and the officer did not cite them. All of the vehicles not pulled over were from Wyoming (The local state). The reason why I point this incident out is that I do not believe that there was anyone in the construction vehicle. It appeared that the vehicle was placed along the side of the highway by the highway patrol with the intention to write citations to out of state tourist headed to Mount Rushmore and Yellowstone National Parks.
Just within city limits? No signage. speed by ordance 30MPH Moving target radar used. 1St. offence (41Mph in 30 Mph) $104.00. City court, city Judge, city attorney,and city cop.= no chance.

Two Highway Patrol cars that must be from Wheatland patrol I25 south of Wheatland. Especially cars heading north toward Glendo Reservoir.
