Interstate I-80 near Interstate I-75   Cuyahoga, Ohio

On I-80 East of I-77. Abundant, extreme surveillance in moderate to high traffic, every 5-10 miles. 65mph speed limit (compared to 70mph usual interstate mph). I was stopped reported going 78mph (my speedometer read 73mph)when passing truck blocking my view of hwy signage, from approx 65mph accelerating to 73mph in several seconds, passing truck & hiding scout car at same time. No deliberate speeding, just normal passing. Fine of $125.00. Hearing date 10 days later. Exorbitant punitive measure of justifiable passing activity. Unusual sudden court date.
No regard to circumstance, economic status of driver.(I am a 76-yr old social-security recipient,no other income.
All traffic moving a minimum of speed limit (65mph) to much faster speed.
