Officer is backed in below cemetery with lights out on northbound side of road or just opposite at the entrance to Gail Rd. southbound.

Heading south, speed limit drops from 45 to 30 for no apparent reason and with no advance warning. There is a school ahead, but the school zone sign is directly across from the school yard – also no advance warning. Police sit in a convenience store parking lot just past the school.
