4 lane highway US 411 through Benton Tennesse

Right before arriving in Benton you are on a two lane highway with a speed limit of 55. It goes into a 4 lane newly paved highway and the speed limit drops to 45. There is very light traffic through this area. I highly suspect they target out of state cars. The reason for that is the first thing the officer asked was where were we headed and if we were on vacation. Then he dropped the speed on the ticket to 5 miles over the limit. This experience has been very upsetting. Going through town some of the speed limit signs were covered up with plastic. I would encourage anyone to avoid going through Benton, Tennessee. I know we have made our last trip on 411. We will be reporting this to the State of Tennessee. If enough people are aware and take heed to this and boycott US 411 then the local businesses will feel the affects and get rid of this corruption.

I got stopped in this same area in January 2015. There is a 6 mile stretch of two lane road south of the US 64 intersection. The entire stretch is posted at 55 mph. At the intersection with US 64, the road becomes a 4 lane divided highway but the speed limit drops to 45 mph. It continues 45 mph for 1.5 miles north of US 64 before returning to 55 mph. There are several additional spots heading north on 411 where the speed limit drops to 45 mph or 40 mph without any change in road conditions. I feel certain there is no valid traffic study covering the area more than 0.5 miles from US 64. I question training of officers on radar. They have a large number of young officers who are there temporarily, so the likelihood is relatively low that an officer will be there to appear in court. My guess is they view a few losses as a cost of doing business, but the system is built around collecting fees. If you receive a ticket, the basic approach is to take your money and dismiss charges. I planned to fight my ticket and went to court to enter a plea of not guilty. Every person there had charges dismissed in exchange for court costs. They went through 30-40 people in less than 2 hours. They charged me court costs - $203 as of March 2015. It's quite a racket - the fine for speeding is minimal but the court costs are outrageous - typically $50 or less plus court costs. Still - with a complete dismissal on the table it's tough to risk fighting it. For the community, they collected $6000 in two hours - quite a racket.
