No one ever gets a "quota" to fill. If an officer can't go out and write at least one violation a shift he isn't doing his job. There are so many people that feel they can do whatever they want out there its a joke. I actually heard a speeder tell an officer in court that she thought she was allowed to speed over the posted limit "a little bit". She was stopped for 15 over. Yeah, you don't need speed traps or quotas to get your tickets, you just need drivers who don't get it.
