In this area, Calif St is 4 full lanes with parking on both sides and visibility is excellent. There are a few driveways. I would estimate the 85th percentile of free flowing (without the posted 35mph limit) traffic to be 50 to 55mph. Based on years of experience conducting speed zone surveys with Caltrans, I do not believe a proper traffic engineering speed survey could possibly have been conducted on this stretch of road.
