college Avenue near church lot
the police sit in the church parking lot (across from the baseball stadium and the football practice field) behind and parallel to the sign (can’t remember which church it is)

I work at MRHC, just down the block from this spot and I can tell you that this is definitely a favorite spot for the cops to create revenue for Manhattan. They park in the church lot on the west side College Ave about midway between Claflin and Marlatt Ave. They park alongside the cars in the lot so that you won't notice them. The speed limit on this road is 30 MPH.
