Officers park their vehicles facing north either well off the road on the east shoulder or in a paved turnoff on the west side. They clock southbound motorists who have just gone over a steep rise and started on a downhill grade. The road is wide-open and lightly traveled and the speed limit is unreasonably low. GPD runs radar most often on the two downhill grades in the city…even if you were going the speed limit before you started your decent, if you didn’t take your foot off the gas, you could easily be speeding w/o knowing it.
