E. Bay Boulevard
They are always there between Central Ave. and Highland Ave. In empty parking lot of abandoned apartments, next to Jeep Auto Lot.. usually around there, Most all day. Also, parks at Jewelry/Pawn shop on corner of West Bay and 4th St.
