Speed limit signs quickly progress down to 30mph through town. There is a yellow sign across the hwy saying ‘school zone’ with lights. The lights are off. As you leave town, you are pulled over by the city marshal who asks you to step out of your car, points west back to the school zone sign and asks: “Do you see those flashing lights?” You answer “yes,” because the lights are flashing on the EAST SIDE OF THE SIGN. You will then be shown a Texas state guide which shows you that the fine for going through the school zone is $400 ! You will then be asked to return to the city hall, make payment arrangements at once and the ‘judge’ will ‘eliminate’ school zone part and reduce the fine to $200. Pure scam. The lights WERE NOT ON on the west side of the sign [ WE CHECKED THE SAME DAY ! ].

Also, we had reduced our speed to the stated 30mph and the marshal said we were going ‘about 39-41 mph.’ About ! Hadn’t even used a radar gun.

I believe there is a racketeering scam going on in this town. The marshal who enforces this school zone claims it extends until 4:15. According to the Texas department of Transportation: Transportation Code, Chapter 201, and §545.353, §25.22.Regulatory and Advisory Speeds, (5) Intervals of operation. (A) The zones indicated on the signs should be in effect only during the following specified intervals: (i) from approximately 45 minutes before school opens until classes begin; (ii) from the beginning to the end of the lunch period; and (iii) for a 30 minute period beginning at the close of school. (B) The intervals of operation of the flashing beacons on the School Zone Speed Limit Assembly may be extended or revised for school events as mutually agreed upon by the school district and the entity responsible for the operation of the flashing beacons. In this case, the flashing beacons should only be operated when there is an increase in vehicular activity or pedestrian traffic in and around the roadway associated with the school event. I contacted the principal of the only school in Texline. He let me know that school in ends in this town at 3:30. What this municipality is doing is illegal. They should reimburse everyone they have ever written a citation to that was done from 4:00 to 4:15. This has class action lawsuit written all over it since the fines here for speeding in a school zone are in access of $400.
