Entire City
It’s known as "Radar Heights" for a reason. The city government feels that any passing motorist is ripe for financial exploitation (read: piracy); therefore citations are given for 2+ MPH over the limit. The entire city is ridiculously zoned as 25 MPH and the local PD exploits this for all it’s worth. Income from traffic tickets exceeds tax revenues here.
