Speed limit is 25 mph and cops sit in park, or schools parking lots. Also sit near city hall.

I do not believe that this is a speed trap. On one side of the street are residential homes and a fire station, while the other side has a middle school, an elementary school, a park, and municipal offices. Although the road itself could handle higher speeds, when you consider what is lining both sides of the street I believe it is reasonable to only allow 25 miles an hour. And by the way, I travel this road on a daily basis and do not see police all that often.
This is definitely a speed trap. Any time the police lie-in-wait for speeders, as opposed to simply observing someone speeding as they go about their duties, it is a speed trap. And, whereas I agree that the surroundings on this particular stretch of road warrants a 25 mph speed limit, I think it should be limited to school hours. After all, it is a four lane road separated by a grassy boulevard and people should be able to travel at 35 mph when school is not in session. No, I respectfully disagree with my neighbor, and I travel it daily, also (at 25 mph).
