The police call this the "photo enforcement program." The City has installed a camera that takes a photo of EVERY SINGLE infringement.
No law enforcement official is present. The City can ticket thousands of drivers without using any additional personnel.
That is hundreds of thousands of dollars of new annual income for the City.
The City is issuing $100 tickets to the owner of the vehicle, not the driver, because it cannot identify the driver.
So my cautious right turn on a red light- without a full stop – was a costly error.

You need not have paid it though, as they have no way to legally enforce this law and in fact it was declared unconstitutional to do so.
