The city streets are very rural in nature and quickly drop from 45 to 20 mph. Strict enforcement of the 20 mph limit. According to locals it is well known for officers to tag 5 over limit.

That is great. At least you know they are doing the job and not wasting your tax dollars. Oh, and the one speeder they don't catch, I hope he is not going to fast to seriously injure you when you pull out and he runs into you.
It's simple folks don't want a speeding ticket . DON'T SPEED slow down and pay attenation. Don't blame the police for your lead foot, they don't make the speed limits they only enforce it.
