I will try to explain this one. I have watched this happen. In this trap the traffic cop uses the dog catchers pickup as part of the scamm. The dog box will drive around at well below the posted speed limit. This traps drivers behind a very slow vehicle that they can not see around. The driver become impatient, just waiting for this a-hole to get out of the way.
When the dog truck turns off frustrated, impatient driver will punch it. Suprise! Suprise! Who is waiting just up the road. Right, Mr. Merriam Trafic Cop.
