NE Willow St to I-84E onramp

Turning off NE 60th to get on I-84E looks like freeway onramp with a soundwall on the North side of the street. Downhill approach with freeway straight ahead of you, but is 25mph zone. My first time down this road and I got my picture taken by a van. Not sure how frequent the photo radar is there, but was a surprise to me and my first speeding ticket in > 6 years. Must be a revenue generator because if it was for safety they would post the 25mph sign at the top of the hill and install a speed bump or 3.

There is a 25MPH sign posted a few feet east of 60th that applies here. The freeway onramp begins at the split from Willow, not at 60th, which is why they run photo radar here.

Ya , it is a real sneaky one. Got a photo ticket there last year. You think it is an on ramp to i 84 but it splits at willow. can throw you off especially if you are travelling there early before the freeway ramp lights are activated and you try to gain speed to merge on to i84 and bingo they got ya. Real slimy . A real revenue enhancer for Portland and you know they got to get their money out of you anyway they can.

This definitely a sneaky one, however if you look you will see a "photo radar in use" sandwich sign located on the south side curb at the top corner of Willows and 60th as you are turning into willow. I guess that by law they have to post a sign warning of photo radar in operation. They caught me once before I clued in, now I always look for it and if there I "crawl" down the hill toward the on-ramp, often to the fustration of the drivers behind me until they notice the van.

This is not a Speed Trap. It is an ILLEGALLY posted speed limit. An engineering and traffic investigation needs to be completed before they can post any speed limit here. Yes it meets residential district criteria, however, you may only enforce 25 mph in a residence district if it is not an arterial. And, the definition of an arterial by the oregon vehicle code is that a highway is an arterial if it primarily serves through traffic. of the 6000 vehicles that use this road, 5750 are entering the on-ramp. therefore this road by their own definition is an arterial. I also looked up the Oregon transportation maps that the city uses to classify roads and it shows Willow as a local road and the onramp is not even on the map. this map needs to be updated to reflect the on ramp and Willow road between 60th and the ramp needs to be reclassiffied on the map to reflect reality. It is an arterial by definition weather the map classifys it or not.

In reading the comments above I would also like to add that this illegal posting and enforcement are creating a dagerous condition by which there is a differential of speeds between people who drive at reasonable speeds (35 mph) and those that are afraid to drive over 25 mph.
