SE Grand Ave. ( Hwy. 99 E) & Woodward St. (Adjacent to SE Powell Blvd.)

Heading North on Hwy. 99 E, speed limit reduces 3 times in about 1/2 mile. Heading south you are coming out of walled road construction. Police bikes and cruisers sit on both sides at Woodward St.

Got a ticket there, the speed sign for 45mph was within sight, the motorcycle cop was 100 ft. before it.

I don't understand this one at all. I travel Grand frequently and that construction has been screwing up smooth driving conditions for several years now. Why is it 35 with photo radar vans nearby? All of the workers are in a walled up area safe from traffic. I slow down for road workers but this is insane. Just another way for Portland to create more money.
