State Route 248 near school zone
Police sit in the school zone and try to get you to slow down to 20 mph…20! when kids are crossing the street or not. It doesnt matter whether the kids in the crosswalk or not!

From the above comment you can discern why the police are there. If the above driver doesn't see kids IN THE CROSSWALK, he/she will not slow down. However, if kids ARE IN THE CROSSWALK, the driver will slow down and presumable drive around the children, no doubt talking on her cell phone.
