Telegraph Road between Mills and Victoria is a tough stretch for anyone speeding, even a few miles above the 40-45 limit. For starters, from the West, at Telegraph and Mills is Anacapa Middle School. Ventura PD cycle will sit just down the street between Mills and Ashwood. Numerous small businesses offer ample driveways to wait and pounce. City PD cycle cop will then resume coverage around Day Road, waiting in the parking lot of the old Mound School site just east of Day Road. Then easily blends in further east waiting next door to the fire station on Telegraph just off Victoria. Frequently he will park on the sidewalk at the gas station on that corner.
Then there is the added issue of Telegraph next to Ventura College. The college police take it on as a personal mission to patrol this stretch og Telegraph, blending in with the college student cars parked paralell on this stretch and in the tennis parking lot facing Telegraph. Beware. They also "patrol" the surrounding neighborhood and the Longs parking lot area on Telegraph/Ashwood.
Finally, the stretch between Mills and Victoria on Telegraph is the common route between county Jail/Government Center and the county Hospital up on Loma Vista. Constant multi-agency law enforcement vehicles travel this stretch day and night. And yes, the state park police, county sheriff or an unmarked cop will pull you over and cite you.

With all of the schools within close proximity of each other, I'm not surprised that the police are strict with their ticketing in that area. The safety of a lot of students, who are not always paying attention, is a tough gig. If cars are speeding, drivers have less time to react if they need to avoid a traffic hazard, be it student or otherwise. As stated in the original post, there are numerous business driveways, which means numerous places for potential accidents with cars pulling in and out of those driveways. Many college (and university) police departments do not restrict their patrols to campus property because students are bound to park off campus due to lack of parking spaces on campus. While on duty, police officers on patrol are allowed to write tickets off campus (this is also true if the on-duty campus officer is going between Ventura, Oxnard and Moorpark Colleges for official business). With all of the places to come out onto Telegraph and all of the visual obstacles that can be present depending on the time and day of the week, its no wonder that the speed limit isn't higher.
