This is a deliberate and obscene trap using three unmaked cars without government plates. One is White, one is Tan, and the Third is Light Blue. I have seen any of the three on both sides of the road at all times of the day. They seem to grab whomever is going the fastest, but I have seen them just randomly pull someone over. There are no distiguishing signs of the car that tell you it is a police car until they pull you over.
