US Highway 51 near State Highway 21

U.S. 51 is a multiple lane, divided highway, with wide grass median. Frequent signs read "Emergency stopping only." In other words, it looks exactly like an expressway. Less than two miles south of the town, the same roadway becomes I-155, and only the signage identifies the difference. The trick is that the roadway passes through the town limits. Although there is no evidence of a congested area, or a residential area, the speed limit drops to 45 mph, despite the repeated cautions that emergency stopping is the only stopping allowed. If you happen to miss the speed limit signs in the midst of the wide open, unobstructed, highway-that-looks-like-an-interstate, you’ve just bought a ticket.

I am not really sure where you are talking about. The I-155 spur from Missouri is just north of Dyersburg NOT a couple of miles south of Troy. I will NOT disagree about the Troy area being a speed trap but I travel through that area regularly and I just can not, based on your description, tell just where you are talking about.
