He knows that alot of driver are trying to make the next green light at Brookhurst Ave. If you travel at 52 MPH or above you can make the green light at Brookhurst and Warner
Heil Street near Brookhurst Street
A Police Officer on a motocycle is on the corner of Brookhurst and Heil with a radar. Seen on workdays at early hours of the morning
Brookhurst Street near Thistle Avenue
The officer waits in the parking lot enterence of the park by the tennis courts typically monitoring the traffic of the North bound traffic. Can be a marked vehicle or motorcycle. This is just prior to the shopping complex on the other side of the street. There is also an unmarked car that patrols Brookhurst in this area.

northbound Harbor going over the Santa Ana river; the police man sits in the driveway of the plaza just north of it waiting for cars to speed around the corner. I see somebody pulled over and/or a policeman poised with his radar gun almost everyday as I drive to and from work
