E. Rosser St. & Eagle View Dr.

Prescott, ArizonaMar 26, 20100 Comments

Eagle View is the beginning of the “Traffic Calming” zone on Rosser. The calming zone has a brick buffer going out into Rosser. Between the buffer and the curb is a lane for bicycles. Beside that are some very nice shade trees. Last year, this was a favorite place for the motocycle policemen. They used a binocular looking device to key in on the slight incline to the East of the trees. Cars coming from Hwy. 89 on Rosser go up a rise and then down the incline – which is enough to push your speed beyond limit (25). Further, you will not be able to see the police looking at you until you are at the bottom of the incline – now doing 38 MPG in a 25 zone. In defense of the police, Prescott has the Yavapai Indian reservation in the middle of Willow Creek and Hwy. 89. Until recently, only Gurley and Willow Lake connected Willow Creek and Hwy. 89. When Rosser was completed, people used it as a high-speed connector. The “Rosser Traffic Calming” project put in slow down barriers, but speedsters just used them as cones. Whether this is really a speed trap is up for debate. Rosser has had a serious speeding problem. However, that stretch of Rosser makes it real easy to exceed the 25 MPH zone even if you are aware of it.
