He tags you going towards the mall and also waits for red light runners. Car is an RMP with no top lights.

Richmond Northbound Avenue near Between Rockland Avenue & Signs Road Avenue
Beware when traveling Northbound on Richmond Avenue between Rockland Avenue and Signs Road! I’ve spotted both marked and unmarked NYPD Highway Patrol and NYPD 122nd Precinct cops hiding out in the parking lots on the Northbound side of Richmond Avenue between the above two intersections looking for speeders. I’ve only seen cops hanging out there at night, but they may patrol there during the day as well. If you’re observant, you can usually see the cop pointing his radar gun at you! From what my radar detector has picked up, it appears that K-band is the preferred type of radar over there; but other radar/laser bands could be in use as well. Stay Alert!
